Riding the Budgetary Wave: Indian Railways' Progress in Fiscal Planning

Introduction

In a concerted effort to catalyze economic expansion and modernize the transportation sector, the Indian Ministry of Railways has been unwavering in its pursuit of advancing Dedicated Freight Corridor (DFC) projects throughout the nation. 


With a sharp focus on enhancing logistical efficiency and curtailing operational expenses for industries, these initiatives serve as linchpins in bolstering the 'Make in India' campaign, a cornerstone of India's economic blueprint. As the fiscal year 2023-24 unfolds, substantial progress has been achieved, particularly in the Eastern and Western Dedicated Freight Corridors (EDFC & WDFC), marking a significant stride forward in the nation's infrastructure development agenda.


Expansive Endeavors: Eastern and Western Dedicated Freight Corridors

The Eastern and Western Dedicated Freight Corridors, with a combined expanse of 2,843 kilometers, excluding the Sonnagar-Dankuni section, represent a monumental leap forward in India's transportation infrastructure. The Eastern Corridor stretches over 1,337 kilometers, while the Western Corridor encompasses 1,506 kilometers.


As of November 30, 2023, the projected cost for these ambitious undertakings stands at Rs. 81,459 crore, with the total capital expenditure (CAPEX) reaching an impressive Rs. 1,09,292 crore. Notably, the financial progress in completed works has surged to an impressive 90%, underscoring the efficiency and dedication of the implementation process.


Driving Progress: Funding and Execution

In the Eastern Corridor, critical segments such as the Ludhiana-DDU and DDU-Sonnagar stretches have garnered substantial funding, with contributions from the World Bank and Indian Railways. Remarkably, the Ludhiana to Sonnagar section has been fully commissioned, marking a significant milestone in the Eastern Dedicated Freight Corridor's journey towards fruition. On the Western Corridor, the Dadri–JNPT Phase-I & II project has secured significant financial backing from the Japan International Cooperation Agency (JICA), facilitating the seamless execution of the project.


Operational Milestones and Enhanced Connectivity

Operational advancements have been noteworthy, with a considerable number of trains becoming operational as of October 2023. The Eastern Dedicated Freight Corridor has witnessed the operation of 4,686 trains covering 29,575 GTKM (Millions), while the Western Dedicated Freight Corridor has seen 2,922 trains covering 18,259 GTKM. The cumulative total of 7,608 trains covering 47,834 GTKM signifies a remarkable leap forward in enhancing freight movement efficiency.

Infrastructure Development: Paving the Path for Progress

Infrastructure development has been a focal point, with significant progress reported across various facets. Track linking and Overhead Equipment (OHE) wiring have witnessed substantial strides, contributing to the overall progress of the corridors. Noteworthy achievements include the substantial completion of major bridges, Road Under Bridges (RUBs), and Road Over Bridges (ROBs), highlighting the comprehensive approach towards infrastructure enhancement.


During the fiscal year 2022-23 alone, track linking amounted to 632 Track Kilometers (TKm), bringing the cumulative progress to 4,758 TKm. Overhead Equipment (OHE) wiring during the same period covered 829 TKm, contributing to a cumulative progress of 3,941 TKm.

The Ministry's steadfast commitment to reducing logistical expenses resonates with the overarching objective of promoting indigenous manufacturing and economic growth through the 'Make in India' campaign. The timely commissioning of both the Western and Eastern Dedicated Freight Corridors, expected by June 2022, is poised to revolutionize freight transportation in India, significantly curtailing transit times and operational costs for industries nationwide.
