PM Modi Hails Parliament's Approval of Waqf Bill as a 'Watershed Moment'

Prime Minister Narendra Modi on Friday described the passage of the Waqf (Amendment) Bill 2025 as a “watershed moment,” emphasizing that it will promote socio-economic justice, enhance transparency, and empower marginalized communities.
“The passage of the Waqf (Amendment) Bill and the Mussalman Wakf (Repeal) Bill by both Houses of Parliament marks a major step towards transparency and inclusive growth. This will particularly benefit those who have long been denied voice and opportunity,” PM Modi posted on X.

He expressed gratitude to all MPs who played a role in shaping the bills and highlighted the significance of debate and dialogue in the legislative process.
“Thanks to all Members of Parliament who participated in discussions and shared their perspectives. Special appreciation also to those who sent valuable inputs to the Parliamentary committee. Once again, the significance of extensive debate has been reaffirmed,” he added.
The Prime Minister stated that the amendments aim to safeguard people's rights by addressing the long-standing issues of transparency and accountability in the Waqf system, which had adversely impacted Muslim women and Pasmanda Muslims.
“For decades, the Waqf system lacked transparency and accountability, harming the interests of poor Muslims, particularly women and Pasmanda Muslims. These new laws will improve transparency and safeguard rights,” he said.
He also reiterated the government’s dedication to ensuring social justice and upholding the dignity of every citizen.
“We are entering an era where the framework will be more modern and sensitive to social justice. Our priority remains ensuring dignity for all citizens, building a stronger, more inclusive, and compassionate India,” Modi added.
Criticism from the Opposition
Congress and other opposition parties condemned the bill, with Rajya Sabha Leader of Opposition Mallikarjun Kharge alleging that the government had adopted a “negative stance.”
“It is their interpretation. We presented our views, but they are pushing their own agenda,” Kharge stated to the press.
Congress MP Ranjeet Ranjan described the bill as “unfortunate,” claiming that the amendments are aimed at singling out a specific community.
“This bill is not in the best interests of the nation or the Constitution. It is not about helping people but about targeting a community,” Ranjan said.
Passage of the Bill
The Waqf Amendment Bill 2025 was passed in Parliament in the early hours of Friday following an intense debate.
Rajya Sabha Chairman Jagdeep Dhankhar announced the results of the vote: 128 in favor, 95 against, and none absent, officially confirming the bill's passage. The session extended past midnight to ensure the proceedings were concluded.
Union Minority Affairs Minister Kiren Rijiju stood by the bill, accusing opposition parties of spreading misinformation among the public.
“This bill will benefit crores of people from the Muslim community,” Rijiju stated in response to a 12-hour debate in the Rajya Sabha that the bill would be renamed the UMEED (Unified Waqf Management Empowerment Efficiency and Development) Bill.
The Lok Sabha approved the bill just past midnight on Wednesday, after including recommendations from the Joint Parliamentary Committee that had reviewed the legislation introduced last August.
The bill proposes amendments to the 1995 Waqf Act to improve the administration and management of Waqf properties. Its goal is to address past deficiencies, boost the efficiency of Waqf boards, simplify the registration process, and incorporate technology for better management.
