Meta Unveils China's Disinformation Campaign Fueling Khalistani Extremism

This report exposes China's audacious attempts to stoke the flames of Khalistani extremism and Sikh separatism within India, utilizing a vast network of bots and fake accounts across various social media platforms. This alarming development sheds light on China's insidious intentions to destabilize India from within, exploiting the sensitive issue of Khalistan, a proposed independent Sikh state.

The Extent of China's Disinformation Campaign

According to Meta's comprehensive 33-page report, the company took decisive action by removing 37 Facebook accounts, 9 Instagram accounts, 13 Facebook pages, and 5 Groups, all originating from China. These accounts played a pivotal role in promoting Khalistani extremism and Sikh separatism, not only in India but also in countries with significant Sikh populations, including Australia, Canada, New Zealand, Pakistan, Nigeria, and the United Kingdom. The report reveals that one or more of these pages had amassed a staggering 2,700 followers, while some of the groups boasted a membership of 1,300 individuals. Even the purged Instagram accounts had garnered fewer than 100 followers, highlighting the potential reach and influence of this disinformation campaign orchestrated by China.


Tactics and Strategies Employed

On page 7 of the report, Meta notes that the pro-Khalistani propaganda by China was not confined to Facebook alone. Bots associated with the Chinese Communist Party (CCP) also utilized other social media platforms like X (formerly Twitter) and Telegram, illustrating the coordinated and multi-platform nature of this operation. Meta's report delves into the tactics employed by these Chinese-backed accounts, revealing their efforts to "pose as Sikhs, post content and manage Pages and Groups." The network's activities were not limited to merely disseminating information; they actively sought to create a "fictitious activist movement called Operation K" to incite Khalistani activities in Australia and New Zealand.


The report further notes that the network resorted to manipulating news and current events, utilizing images that were likely altered by photo editing tools or generated by artificial intelligence. The topics discussed ranged from floods in the Punjab region to criticisms of the Indian government, all in an attempt to amplify the Khalistan movement's narrative and garner support. Moreover, the network employed tactics to artificially inflate its content's engagement and popularity. By using fake accounts to generate likes, shares, and comments, the network aimed to create a false sense of popularity and traction for its propaganda, making it appear more influential than it truly was.


Countering the Threat

However, Meta's automated systems detected and disabled several compromised and fake accounts linked to this network, preventing it from gaining significant traction and hindering the spread of misinformation. The report states, "This activity – targeted at multiple services, including ours, Telegram, and X (former Twitter) included several clusters of fake accounts, including one with links to an unattributed CIB network from China targeting India and the Tibet region that we disrupted in early 2023. Some of these clusters amplified one another with most of their engagement coming from their own fake accounts, likely to make this campaign appear more popular than it was."


China's Motivations and Geopolitical Agenda

China's motivations behind this covert campaign are multifaceted and deeply rooted in its geopolitical agenda. As a strong ally of Pakistan, China stands to benefit from fostering internal discord within India. The report highlights China's history of claiming Indian territory, such as Arunachal Pradesh, and its notorious support for insurgencies in India's North-East region. By collaborating with Pakistan's intelligence agency, the ISI, China aims to exploit the sensitive issue of Sikh separatism in the Indian state of Punjab, potentially destabilizing India from within.


The report states, "They posted primarily in English and Hindi about news and current events, including images likely manipulated by photo editing tools or generated by artificial intelligence, in addition to posts about floods in the Punjab region, the Sikh community worldwide, the Khalistan independence movement, the assassination of Hardeep Singh Nijjar, a pro-Khalistan independence activist in Canada, and criticism of the Indian government." As part of its nefarious plans, China is attempting to garner support for Khalistan in countries such as Australia, Canada, New Zealand, Pakistan, Nigeria, and the United Kingdom, leveraging the presence of Sikh communities in these nations.
