India's Pushback Against Muizzu's Anti-Indian Sentiments

Introduction

The relationship between India and the Maldives has always been a tale of evolving dynamics, influenced by geopolitical, economic, and strategic considerations. Recent events, including diplomatic tensions and geopolitical realignments, underscore the need for a deeper understanding of this crucial partnership and its implications for regional stability and cooperation.


Historical Context

India's relationship with the Maldives has undergone significant transformations over time, reflecting a blend of diplomatic, strategic, and economic considerations. During the initial phase, India swiftly acknowledged Maldives' independence in 1965, establishing diplomatic ties. This early engagement set the foundation for future interactions. The subsequent period witnessed the consolidation of a strategic partnership, notably marked by the signing of the Maritime Boundary Agreement in 1979. This agreement delineated maritime borders, bolstering mutual cooperation in strategic matters.


However, challenges emerged during the late 1980s, particularly in 1988 when India intervened during a coup attempt, briefly straining bilateral relations. Despite this, the incident was eventually resolved, highlighting the resilience of the diplomatic ties between the two nations.


From 2008 to 2013, a new phase of normalization and economic cooperation emerged. This period saw an improvement in relations, with a focus on economic collaboration and developmental assistance, particularly in infrastructure projects and capacity building. Yet, from 2013 to 2018, the relationship faced strains under the presidency of Abdulla Yameen, marked by concerns over democratic regression and growing ties between the Maldives and China. These developments raised strategic concerns for India, necessitating a recalibration of its approach.


The election of Ibrahim Mohamed Solih as the President of the Maldives in 2018 ushered in a renewed era of engagement. Both countries reaffirmed their commitment to democratic values, leading to enhanced cooperation, including financial assistance for various developmental projects.


Significance

Maldives holds significant strategic importance for India due to several key factors:


  • Location: Its proximity to India's west coast is crucial.

  • Trade Route: Positioned along vital maritime trade routes between the Gulf of Aden and the Strait of Malacca, the Maldives serves as a pivotal point for India's trade and energy imports.

  • Strategic Importance: Situated in the Indian Ocean, the stability and security of the Maldives are of paramount interest to India.

  • Counterbalancing China: India sees the Maldives as an opportunity to counterbalance China's growing influence in the Indian Ocean, promoting regional equilibrium.

  • Economic Partnership: India is a major investor in the Maldives and a key tourism market. There are significant ongoing trade and infrastructure projects between the two countries.

  • Defense and Security Cooperation: Defense cooperation has been substantial since 1988, with India providing significant training and support to Maldives' defense forces, as evidenced by the comprehensive Action Plan for Defense signed in 2016.


India, in turn, holds significant importance for the Maldives for the following reasons:


  • Essential Commodities: India supplies a range of essential commodities to the Maldives.

  • Education: Many Maldivian students annually pursue higher education in Indian institutions.

  • Security: India provides Maldives with national security and steps in to protect its sovereignty whenever the need arises like the 1988 coup. 

  • Economic Dependence: India is the primary trading partner for the Maldives.

  • Disaster Relief Assistance: India has been instrumental in providing disaster relief, such as during the 2004 tsunami and the 2014 water crisis in Male. Additionally, India has supported the Maldives during the Covid-19 pandemic by providing essential supplies and vaccines.


Diplomatic Tensions

The recent tensions between Maldives and India have been exacerbated by the use of undiplomatic language by Maldivian ministers, particularly against PM Narendra Modi and the Indian populace at large. President Mohamed Muizzu's administration has taken steps indicating a shift away from India, including requesting the withdrawal of Indian military personnel and prioritizing China with one of his initial foreign visits.


During President Muizzu's visit to China, he actively encouraged Chinese involvement to regain dominance in tourist arrivals, a sector previously dominated by India. The current government's rise to power was fueled by a campaign advocating for distancing from India.


A report from the EU Election Observation Mission highlighted the ruling coalition's exploitation of anti-Indian sentiments and dissemination of disinformation during the 2023 presidential elections, which resulted in Mr. Muizzu's victory. Additionally, Maldives has chosen not to renew its agreement with India regarding a hydrographic survey of its waters, signed in 2019. This agreement permitted India to conduct surveys and analyze various aspects of Maldivian territorial waters, such as reefs, lagoons, coastlines, ocean currents, and tide levels.


Joint Statement

During his visit to China, President Muizzu engaged in talks with Chinese President Xi Jinping, leading to the signing of 20 agreements between the two nations. A joint statement issued at the conclusion of their discussions emphasized mutual support in safeguarding core interests. The statement highlighted China's commitment to upholding the Maldives' national sovereignty, independence, and dignity, as well as its opposition to external interference in Maldivian internal affairs.



President Muizzu disclosed in a media briefing in Male that China has provided USD 130 million in assistance to the Maldives. The majority of this assistance will be allocated to road redevelopment projects in Male, coinciding with the upcoming mayoral election. President Muizzu, who previously served as the Mayor of Male before assuming the presidency in November, expressed gratitude for the significant grant, stating it will primarily contribute to the enhancement of Male's infrastructure.


President Muizzu's Statement

In his inaugural public response amidst the recent diplomatic strain with India stemming from disparaging social media remarks by certain Maldivian officials, President Mohamed Muizzu struck a measured tone, indirectly addressing New Delhi's actions while emphasizing Maldives' assertion of sovereignty. Muizzu asserted,

"Our country's size should not be mistaken as a license for bullying," underscoring the importance of mutual respect in international relations.

Addressing the shared ownership of the Indian Ocean, Muizzu reiterated,

"This ocean belongs to all countries situated around it," reaffirming Maldives' stance as an independent and sovereign state not confined to anyone's backyard. With emphasis on Maldives' extensive maritime domain, Muizzu highlighted, "Despite our small landmass, our exclusive economic zone spans 900,000 square kilometers," highlighting Maldives' significant territorial presence in the region.
