India’s Counter-Terrorism Expertise: Key to a Safe Paris Olympics 2024

Introduction

As the world eagerly anticipates the Paris Olympics 2024, an event that symbolizes unity, sportsmanship, and global harmony, a formidable challenge looms on the horizon – ensuring the safety and security of athletes, officials, and spectators from around the globe. In a world grappling with the persistent threats of terrorism and extremism, France has recognized the need for an "unprecedented" security operation to safeguard this prestigious international gathering. Amidst these concerns, India has stepped forward as a stalwart ally, pledging its support and expertise in counter-terrorism efforts to bolster the security measures for the Games.

India's Commitment to a Secure Olympics

In a remarkable display of international cooperation, the Indian government has engaged in comprehensive discussions with their French counterparts to formulate plans for deploying specialized security teams to Paris. The Indian Ministry of External Affairs (MEA) and the Ministry of Home Affairs (MHA) have been at the forefront of these discussions, underscoring the nation's unwavering commitment to ensuring a safe and secure environment for the Olympic events.

A senior official from the MHA emphasized India's extensive experience in combating terrorism, stating, "India has unearthed several Islamic State (IS) and Al Qaeda in Indian Subcontinent (AQIS) modules across India with their international linkages. The elite National Security Guards along with other Central Armed Police Forces (CAPFs) successfully conducted G-20 events in the national capital." This expertise, honed through years of vigilance and counter-terrorism operations, positions India as a valuable ally in the global fight against extremism, making its contribution to the security efforts for the Paris Olympics 2024 invaluable.

The Collaborative Effort

France's call for assistance has resonated globally, with the country reaching out to its allies and requesting several thousand members of their security forces to bolster the security measures during the Games. According to a French interior ministry official, Paris has specifically asked 46 allied nations to send a total of 2,185 police officers as reinforcements. In response to this urgent call, India has pledged to join an international coalition of like-minded nations, offering its expertise and resources to address the looming threats of terrorism and extremism that have plagued France in recent times.

A Defense Ministry official in France acknowledged the critical need for international support, stating, "Several foreign nations are going to reinforce us in certain critical areas, such as dog-handling capabilities where the needs are enormous." Poland has already confirmed its participation in this international coalition, with Defense Minister Wladyslaw Kosiniak-Kamysz affirming his country's commitment to assisting France in securing the Olympic Games.

The Magnitude of Security Preparations

As the host nation, France is leaving no stone unturned in its preparations to ensure a safe and secure environment during the Olympics. The French government has mobilized an impressive security force, with plans to deploy approximately 45,000 police officers and gendarmes on duty each day throughout the Games. Additionally, 18,000 troops will be stationed strategically to bolster the security measures.

Complementing these efforts, private security personnel numbering between 18,000 and 22,000 will be present on-site during the Olympic events, scheduled to take place from July 26 to August 11. Tony Estanguet, Chief of the Paris Olympics, expressed confidence in the ongoing preparations, emphasizing that the Games will be safeguarded by an "unprecedented" security initiative. In an interview with BBC Sports, he assured the public that the security measures are taking shape in a robust manner.

The Looming Threat of Terrorism

The urgency surrounding the security preparations for the Paris Olympics 2024 cannot be overstated, as the specter of terrorism continues to cast a shadow over major international events. In recent months, Islamic State and its affiliates, notably Islamic State – Khorasan Province (IS-KP), have intensified their calls for targeting high-profile sporting events, including Champions League knockout fixtures in Paris, London, and Madrid. The Crocus City Hall attack in Moscow on March 22nd, widely attributed to Islamic State, served as a grim reminder of the ever-present threat posed by extremist groups. Amidst the ongoing Israel-Hamas conflict, European authorities remain on high alert, acknowledging the heightened risk of terrorist incidents.

In a sobering revelation, French Interior Minister Gérald Darmanin disclosed that two planned attacks in France had been thwarted since the beginning of the year. In response to the Moscow attack, France elevated its national security alert system to its highest level, implementing a range of additional security measures. These measures include bolstered police presence in sensitive areas such as schools, train stations, airports, religious sites, and public events. Notably, security protocols will undergo significant reinforcement around major game venues such as the Stade de France, Roland-Garros, Parc des Princes, and Place de la Concorde.

Socio-Political Unrest Compounding Challenges

Adding to the security challenges, France grappled with widespread protest activity and unrest throughout 2023, particularly in Paris and other major urban centers. Disruptions ensued during large-scale protests against contentious pension reforms, often accompanied by coordinated trade union industrial action. The tensions escalated further in June 2023 following the shooting of a teenager by the police, sparking additional violent protests across the country. These socio-political instabilities have further underscored the need for robust security measures during the Paris Olympics 2024, as authorities strive to maintain order and prevent any potential disruptions or threats to the safety of participants and spectators.

Ensuring a Fair and Meticulous Selection Process

While the security preparations are in full swing, the National Rifle Association of India (NRAI) is also grappling with its own challenges – the selection of the Indian shooting team for the Paris Olympics 2024. According to reports, the NRAI might unveil the shooting squad in two stages, with a potential strategy to include a third reserve shooter in each category to address any performance-related issues.

The selection trials, comprising four sessions in pistol and rifle events, concluded on May 19, and the announcement of the Paris squad is imminent. However, the report suggests that the 21-member squad could be revealed in two installments. With Indian pistol and rifle shooters securing a maximum of 16 Olympic quotas, the option of a "quota swap with shotgun" is being considered to utilize the surplus quota generated by Manu Bhaker competing in two events.

Regarding the impressive performance of Sandeep Singh in the Olympic Selection Trials for the 10m air rifle, surpassing world champion Rudrankksh Patil, the selection policy is reportedly clear on this matter. Furthermore, there is optimism about India's prospects of securing Olympic medals in mixed pistol and rifle events. The NRAI aims to ensure a fair and meticulous selection process, recognizing the immense effort invested in the trials.

Conclusion

As the world eagerly awaits the Paris Olympics 2024, a monumental event that transcends borders and unites nations through the shared love of sport, the collaborative efforts of India and France, along with the support of the international community, stand as a testament to the unwavering commitment to ensuring a safe and secure environment. By combining expertise, resources, and a resolute determination to combat the threats of terrorism and extremism, this global coalition is poised to create an enduring legacy – one that champions the values of peace, unity, and sportsmanship. The Paris Olympics 2024 will not only showcase athletic excellence but also the indomitable spirit of humanity in the face of adversity.
