The National Investigation Agency (NIA) found that Shahnawaz Alam and Rizwan Ali, the perpetrators, conducted surveillance on Chabad House and various establishments in Mumbai. They aimed to execute a series of explosions in the city and had close communication with their Pakistani handler, sharing operational details.

The accused planned to emulate the 26/11 attacks, targeting Leopold Cafe, Taj Hotel, Oberoi Hotel, and Chabad House for mass executions. The NIA is set to submit a supplementary chargesheet outlining Shahnawaz Alam and Rizwan Ali's involvement in developing and managing the terror module.
The investigation revealed that the two paid Rs. 95,000 for a used Enfield motorcycle advertised on social media. They also purchased a Hero XPulse from Mulund for reconnaissance, concealing it at a friend's Panvel home. The NIA located and retrieved the vehicle. Additionally, the accused collected pictures, assessed critical locations, and used a drone camera, recovered by the agency, to document their operations through photography and video. Twenty-eight audio files obtained during the investigation contained violent instructions to incite Muslims to commit violence against non-Muslims.
