Exercise Shakti 2024: Strengthening India-France Defense Cooperation

Introduction

In a significant move to strengthen their strategic defense ties, India and France have embarked on the 7th edition of the Joint Military Exercise 'Shakti'. This bilateral training initiative, which commenced on May 13, 2024, and will continue until May 26, 2024, is being hosted in the Umroi region of Meghalaya, India. The exercise aims to enhance the joint military capabilities of both nations, particularly in conducting Multi-Domain Operations within a sub-conventional scenario, as stated by the Indian Army.

Historical Background

The 'Shakti' Exercise has its roots in the strong defense and security cooperation that forms the cornerstone of the India-France Strategic Partnership. The first edition of this exercise was conducted in 2011, and since then, six successful iterations have taken place, alternating between India and France. These exercises have played a pivotal role in acquainting the two armies with each other's operational procedures and combat drills, with a particular emphasis on counter-terrorism operations.


Participants and Objectives

For the 7th edition, the Indian contingent comprises a composite team of three officers, three junior commissioned officers, and 37 soldiers from a battalion of Gorkha Rifles and support arms. Additionally, observers from the Indian Navy and the Indian Air Force will also participate, underscoring the multi-dimensional approach of the exercise. The French contingent, equally formidable, consists of 90 personnel primarily from the renowned 13th Foreign Legion Half-Brigade (13th DBLE).


The primary objective of Exercise Shakti is to enhance the joint military capability of both nations to undertake multi-domain operations in a sub-conventional scenario under Chapter VII of the United Nations Mandate. The exercise will focus on operations in semi-urban and mountainous terrains, aiming to achieve a high degree of physical fitness, refine tactical operation drills, and share best practices.



Training Regimen

The training during the exercise will cover a comprehensive range of tactical drills and operations. Participants will practice responses to terrorist actions, establish a Joint Command Post and an Intelligence & Surveillance Centre, secure helipads and landing sites, conduct Small Team Insertion & Extraction and Special Heliborne Operations, carry out Cordon & Search Operations, and employ drones and counter-drone systems.


The exercise will be conducted in two phases, culminating in a grueling 36-hour exercise to validate the standards achieved during the training. The participating contingents have already undergone rigorous combat conditioning and tactical training, including firing drills and 'battle hardening' sessions.


Fostering Interoperability and Camaraderie

Exercise Shakti is designed to facilitate the development of interoperability, bonhomie, and camaraderie between the armed forces of India and France. By participating in joint planning, mutual understanding of operational conduct, and identifying coordination aspects necessary for operating jointly in a counter-terrorism environment, both armies will gain invaluable insights into each other's operational methods and strategies.
